Cruelty Reports & Complaints

If you suspect an animal is being abused, neglected or treated cruelly, please report it to Paarl SPCA. Every complaint is investigated by a qualified Animal Inspector and handled with the strictest confidentiality.

How to Report a Complaint

To help us investigate effectively, please provide:

• Your name, address and telephone number (required so we can contact you if further information is needed and provide feedback on the investigation).
• The name(s) and address of the person(s) involved, if known.
• The date, time and location of the incident.
• The names and contact details of any witnesses.
• The registration number and description of any vehicle involved.
• Photographs or other evidence, if it is safe to obtain them.
• Whether you would be willing to testify in court if required.

What Happens Next?

• Report the incident by phone or WhatsApp.
• All complaints are investigated.
• Your identity will remain strictly confidential and will only be disclosed if required by law or with your consent.
• Our inspector will aim to provide feedback on the outcome of the investigation within 7 days, where possible.
